U.S., EU signal tariff price quota settlement

United States Commerce Consultant Katherine Tai, Sweden’s Everlasting Consultant to the European Union (EU) Ambassador Mikael Lindvall, and European Fee Deputy Director Common for Agriculture and Rural Growth Michael Scannell have formally signed the U.S. – EU Tariff Price Quota (TRQ) Settlement. The settlement, as soon as carried out, will allow the U.S. to protect its current entry to the EU marketplace for varied agricultural commodities following the UK’s exit from the EU on January 1, 2021.

The brand new TRQ allocations are primarily based on the historic sample of agricultural exports to the 27 EU member states. The settlement will restore favorable market entry for a number of U.S. agricultural merchandise, together with for U.S. rice, almonds, wheat, and corn.

Whereas particulars have been agreed to a while in the past and have already been carried out by the UK, U.S. Meat Export Federation (USMEF) Vice President of Financial Evaluation Erin Borror stated the phrases are important for the crimson meat business in that a big portion of the pork quotas have been shifted to the UK, a major European vacation spot for U.S. pork.

Borror defined that the entire U.S.-specific pork tariff price quota (TRQ), which covers boneless hams and loins, was allotted to the UK, totaling 4,922 metric tons (mt). The opposite pork TRQs will not be country-specific and have been apportioned between the UK and the EU, the most important of which can be for boneless hams and loins and was break up 29,545 mt to UK and 5,720 mt to EU. The in-quota responsibility for boneless hams and loins to the UK is £209.21 per mt.

For beef, 1,000 mt of the Hilton quota was shifted from the EU to the UK, leaving 10,500 mt with the EU. However the Hilton quota carries a 20% responsibility and is separate from the EU’s duty-free high-quality beef (HQB) quota, which has a U.S.-specific allocation of 27,800 metric tons this 12 months, or 6,950 mt per quarter. Borror stated the U.S. allocation of the HQB quota will finally attain 35,000 mt in 2026 and subsequent years.

“Because the HQB stays with the EU, there may be at the moment no duty-free entry for U.S. beef into the UK,” Borror stated, including that exports to the UK are both at full responsibility (12% + £253 per mt) or at 20% advert valorem throughout the 1,000 mt portion of the Hilton quota apportioned to the UK.

“USMEF appreciates USTR’s efforts on behalf of the U.S. meat business.”

Within the first eleven months of 2022, the U.S. exported $11.1 billion price of agricultural items to the EU.
